Description:
|
Sulabh International - an NGO - is involved in the construction,
operation and maintenance of low cost sanitation systems. At the end of
1990, Sulabh had 68 complexes in operation in New Delhi and another 61
in the final phases of construction in the city. During its 20-year history,
Sulabh has built 660,000 private latrines and about 2500 public latrine
complexes in 584 towns in 18 states of India. In New Delhi, the 68 complexes
cater for about 290,000 people daily in 1990.

Operational Arrangements:
|
Sulabh operates as an NGO which, with assistance from
the government and the community, constructs, operates and maintains low
cost sanitation facilities. It is now beginning to explore operations
on an international scale through local partnerships.

Novel Features:
|
One of its major successes is in the operation of public
latrines. This has typically proved a failure in India as in many other
countries even when operated by local community groups.

This project exclusively involves water treatment plant
in environmental field of activity. The service area is 184 sq.km. And
the project is owned by Provincial Water Work Authority of Thailand. Its
size is 200,000 cu.m/day and increase of 400 cu.m/day in phase two is
expected.

CH. Karnchang Public co., Ltd. is the company that exclusively
produces treated water supply for wholesale to provincial water work authority
of Thailand.

The success of this project encouraged the local people
to tackle other problems in the neighbourhood, such as solid waste collection.
Hence, this experience developed the capacity of the community to tackle
its problems communally.

Project involved the construction of a solid waste treatment

a BOT basis by Excel industries. The project is similar to the other projects

Objective:

Involved the construction of a 600 tonne per day (tpd)
solid waste treatment and disposal plant for producing compost by Excel
Industries.

Operational Arrangements:
|
According to Excel Industries estimates, a 500 tonne
per day composting plant requires a capital investment of Rs. 60 million,
or US$1.7 million at January 1996 price level, excluding the cost of land.
This estimate includes a 5 percent turnkey know-how fee and commissioning
charges and about 8 to 10 percent for working capital. The overall production
cost of the compost is about Rs. 1,200 to 1,400 per tonne (approximately
US$24-US$28/tonne). The selling price ranges between Rs. 1,600 to 2,000
per tonne (US$32-US$40/tonne) of compost subject to transportation distances
and other local overheads. Excel is expected to produce about 45,000 tonnes
of soil enricher from the garbage in a year and was given 25 acres of
land at Deonar (a locality in Bombay) by the Mumbai Municipal Corporation.
Excel will pay the Mumbai (formerly Bombay) Municipal Council (MMC) (formerly
BMC) a one per cent royalty on net sales of the resulting bio-organic
soil enricher, Celrich, that will be marketed by the Mumbai-based company.

Novel Features:
|
Celrich technology is named after a micro-organism called
Celrich which converts degradable solid waste into organic fertilizer
within four-to-six weeks. Also used are the compounds called odour-off
that makes the solid waste odourless.
|

Lessons Learned
|
The success of this project has provided a model for
other cities across India, Sri Lanka, Nepal and the Philippines.

of this century. More and more, the government has looked upon privatization
with three main objectives: reduce the financial burden on government;
enhance operational efficiency, resulting in higher productivity and growth;
and encourage private sector growth and public participation in industrial
undertakings.

Description:
|
The previous Nepali Congress Government embarked on an
ambitious privatization programme. The first stage has been completed
successfully with the privatization of 3 manufacturing enterprises. The
idea of privatizing the urban infrastructure and services sector was introduced
by the tourism industry and the Federation of Nepal Chamber of Commerce
and Industry. As a part of liberalization policy, the previous government
made a commitment towards a comprehensive privatization programme in 1991
after it assumed power.
